With the double jack shaft your gearing will be low like a gote , But the slide adjustable v belt pully in the picture I don't think the system used a Torque Converter it may of only had a centrifugal clutch.A 6 quart Briggs tank can work as temporary substitute; The brake caliper is the same on all Tote Gote Nova models, but will still be hard to find. The 403 had the same gearing as the 414 climber. It had 48 teeth on the second jackshaft sprocket. The standard 404 had 40 teeth and was a little faster. It may not be fast but it will not give up on a hill. Replacing a worn belt may give you a bit more speed but these gotes weren't built to race.

Like Stangcr1 said, this may not be a Tote Gote. To me, it looks like a Balzer (close relative) but the 2 speed jackshaft has been replaced. The belt sheave looks like it uses a narrower belt than a 7/8" wide tote gote belt. So a Comet 20 clutch may work for you. Large motors aren't necessary because of the low gearing.
