You need to plug the vacuum fitting on the top of the carb that goes to the petcock is all. The VOES will be inop then. Maybe just run the carb vac. hose to the VOES and plug the other end. OR just run a new hose from the carb to the VOES.

If it does, you'll have to adjust or modify your plugging procedure to make sure the VOES stays operational.
