Reactor <-> Turbine Setups almost always work with closed loop cooling setups (including Mekanism's if you set it up right). Reactors turn water into steam, turbines condense steam back into water. My fusion reactor setup was only set to produce ~1M RF/t. This used two thermal evaporation plants at max size (18 blocks tall) with resistive heaters (no solar panels). Then I had 5 neutron activators, with a buffer of 6 ultimate gas tanks afterwards for the tritium. I also had 14 max upgraded electric pumps for the heavy water / deuterium.
