It was added in an attempt to add counterplay to ball groups. Regardless of your feeling of plaguebreak, Ball groups having no counterplay is a bigger problem. The ball group problem is really just an in-combat healing problem. If taking damage provided a 1 second 50% debuff to healing done, most of the problems would go away overnight.
