It's the only boss in the game where unless you have prior knowledge of the mechanics and have setup specifically for it, you aren't going to win. You are already 50+ hours in by the time of Okumura palace, you already know the mechanics by that point. Rng death is just a stuff that happens, it doesn't mean anything.

In a better version of the Okumura dungeon, the first mini boss of the dungeon would have had a mechanic where you were reminded to baton pass to raise the damage to nuke a single enemy before a turn count was up. Then that would have been reinforced through the dungeon until you reach Okumura.
