The sigil is completely full of blue light. Baro insists my actions are working and to keep it up. Is this quest bugged? Can I not get Inaros? The targets you defeat are only counted if you have the Sands of Inaros quest set as your active quest, you kill the targets yourself, and with the 'Sacred Vessel' equipped in your Gear.
