There is sewing stuff to repair and combine fabrics into better %. But you will need a tool set like basic/advanced/expert to put fabric pieces into an armor. With just an armor repair kit, you can only fix it above 50% or whatnot. Toolsets are found in stashes. Better stashes in more dangerous areas.
