The Moonveil is still much better than a lot weapons mentioned on pure INT builds. It has bleed build up and is available pretty early on and has reasonably low requirements. The vertical AoW still does good poise damage if you hit . The horizontal aoe is just a stronger short range Glintstone Arc cutting through multiple enemies.

A lot of tough enemies get staggered by one L2+R2 and then killed by the critical hit you can follow up with, and a good number of bosses get staggered in like two or three hits from it, too.

Furthermore transient moon light does very good posture damage (even post nerf), comparable to unsheathe. Except you do it at range.
