Even if the Goons didn’t spawn, many of the rogues are in the wrong place in offline mode so you have to practice online.

Yes, it's the perfect 'practice', as long as you tick the [PvE Enabled] box so you get scavs in your raid. Use it to learn loot locations (exploratory mode). Ex-fils (extraction points).
