Main reason is that at 14str/40dex the Uchigatana has 420 attack rating and the Balder Side Sword has 379. Against enemies with high physical resistance that extra ~40AR is pretty noticeable.

Depends on your stats, really. But since it is a DEX weapon I would recommend sharp infusion and leveling up DEX. It depends on your stats. If you have high Dex you should infuse it with a sharp gem, if you have high strength maybe you should be looking to use a different weapon as it wouldn't scale very well with strength.
